John H. Quinn, Jr.
Founder
John H. Quinn, Jr. founded the Firm in 1982. He was admitted to the bar in Virginia and Tennessee in 1961; to the District of Columbia bar in 1963; and to the Maryland bar in 1989. He is also a member of the American Bar Association. He is a graduate of Rhodes College with honors, and received his Juris Doctor degree from the University of Virginia, School of Law.

Robert A. Gazzola
Partner
Robert A. Gazzola has been with the Firm since 1982. He was admitted to the bar in Virginia in 1984; the District of Columbia bar in 1985; and to the Maryland bar in 1993. He is also a member of the American Bar Association. He is a graduate of Fordham University, and has received a Master’s of Science degree from the University of Southern California. He received his Juris Doctor from George Washington University. He is also a distinguished graduate of the National War College. Mr. Gazzola retired from the United States Air Force with the rank of Colonel.

Francisca I. Otero
Associate
Francisca I. Otero has been with the Firm since 1999. She was admitted to the Virginia Bar in 2002 and to the District of Columbia bar in 2008. She is a graduate of the University of Virginia, and received her Juris Doctor from American University, Washington College of Law. She is also fluent in Spanish.
Prior to joining the Firm, Francisca worked at non-profit organizations focused on mental health, developmental disabilities, and access to health services.

Patrick M. Klemz
Vice President
Patrick M. Klemz joined the Firm in January 2018. He was admitted to the Oregon State Bar in March 2013 (currently active pro bono), to the District of Columbia Bar in January 2017, and to the Maryland Bar in June 2021. He received his J.D., cum laude, from Lewis & Clark Law School in 2012 and his B.S. in Journalism from the University of Wisconsin in 2005.
Prior to joining the Firm, Mr. Klemz clerked for the Honorable Ilisa Rooke-Ley in Eugene, Oregon and later worked as a project attorney for a number of D.C. area law firms, primarily practicing in the areas of civil litigation and antitrust law.

Carter H. McClain
Associate
Carter H. McClain joined the Firm in 2019. He was admitted to the District of Columbia Bar in 2019. He received a B.S. in Economics, cum laude, from The University of Alabama, and received his Juris Doctor degree from The George Washington University Law School.
Prior to joining the Firm, Carter completed an associate fellowship with the Consumer Protection Division of the Maryland Office of the Attorney General, where he helped protect the state’s consumers from unfair business practices in a variety of areas.
